Justin Harper scored 16 points to help the University of Richmond pummel Saint Louis 62-36 in Atlantic 10 men’s basketball at the Robins Center on Saturday. The Spiders breezed to a 37-20 lead by halftime. Interstate 95 south is blocked at the Brook Road exit near the Richmond city limit because of a disabled Winnebago in the middle of the road. So far,power outages have not been a major problem during this storm for Dominion Virginia Power,a spokesman says.
